Yes. As long as the recruit has not already accepted the offer, you may withdraw the offer. There is no cost to withdraw a scholarship offer. Withdrawing a Scholarship will have a large negative impact on the recruit you are targeting. It will be very difficult to re-recruit a player after you withdraw a scholarship. It should not be done unless absolutely necessary.
